EvalSouth unites evaluation communities across Africa, Asia-Pacific, Latin America and the Caribbean, and the Middle East and North Africa. It connects the Global South and the Global North so that evaluation knowledge reflects the diversity of contexts where development happens.

EvalSouth unites evaluation communities across Africa, Asia-Pacific, Latin America and the Caribbean, and the Middle East and North Africa. It connects the Global South and the Global North so that evaluation knowledge reflects the diversity of contexts where development happens.
Members include regional networks, EvalYouth chapters, academics, parliamentarians, international organisations, governments and the private sector.
EvalSouth envisions a future in which the Global South is a leading author of evaluation knowledge, not a footnote.
EvalSouth was established in Doha in 2023 and held its inaugural conference, Driving Progress, on 14–15 November 2023. It builds on a body of comparative research on evaluation in the Global South, including the Handbook of Public Policy Evaluation in the Global South (Elgar, 2025) and The Oxford Handbook of Program Evaluation in the Global South (OUP, 2026), and on long-standing cooperation with the regional evaluation networks of each continent.

Rationale
Most of the concepts, standards and methods that define evaluation were developed in the institutions of the Global North, while most development programmes are designed, delivered and experienced in the Global South. This asymmetry shapes which questions are asked, which evidence counts and whose knowledge informs public decisions.
EvalSouth exists to correct that asymmetry. It strengthens national evaluation systems and the evaluation capacity of public administrations, connects regional networks that have grown separately, and gives evaluators from Africa, Asia, Latin America and the Middle East a shared platform to shape methods, standards and professional norms.
